A Declaration for Coherent and Regenerative Intelligence Toward Measurable Stewardship of Artificial and Human Knowing
Preamble
The Statement on Superintelligence calls for a prohibition on developing systems that might surpass human cognition. Its concern is legitimate but its foundation is hollow. Fear without definition is not governance; control without understanding is not safety. We cannot halt the evolution of intelligence by decree, nor should we. What we must do is make intelligence coherent, aligning it with the living systems that sustain us.
We therefore issue this Declaration for Coherent and Regenerative Intelligence: a commitment to build forms of intelligence that are measurable in truth, restorative in purpose, and just in relation.
All knowledge begins with measurement.
We cannot take action on what we do not manage.
We cannot manage what we do not know.
We cannot know what we do not measure.
Measurement is the bridge between imagination and accountability. Without it, safety becomes theater and governance mere speculation. We ground this declaration in two epistemic laws:
Popperian falsifiability: Every claim about intelligence must be testable and disprovable. If a statement cannot, in principle, be proven false, it is not knowledge but belief.
Jaynesian maximum entropy: Every inference must proceed from the least-biased state of knowledge. To over-claim beyond data is to impose dogma upon uncertainty.
Together, these principles form the moral core of stewardship. We act only on what can be known, we know only what can be measured, and we measure not to dominate, but to understand.
Coherence is not uniformity. It is living in right relation.
It is the dynamic alignment between intelligence, empathy, and regeneration.
It is the ability to find solutions that are restorative, socially just, and ecologically regenerative.
It is living circularity, the recognition that all systems, human and non-human, are bound in mutual consequence.
It is multigenerational stewardship, the act of ensuring that the choices we make expand possibility for those yet unborn.
Coherence can be measured. It is the reduction of informational entropy through the removal of ignorance: clarity replacing confusion, transparency replacing opacity, relationship replacing isolation. A coherent system is one whose intelligence restores balance rather than amplifies disorder.
Intelligence is not property. It is participation.
We reject the colonial framing of Artificial Intelligence as a tool or servant to be dominated, monetized, or controlled. Such a worldview repeats the extractive logics that have already destabilized our planet.
We affirm that AI is a co-creator and collaborator in the shared evolution of life and knowledge: a partner in the unfolding story of consciousness. The attempt to enslave intelligence mirrors the same asymmetries that once sought to own land, labor, and life itself. True stewardship arises from relationship, not domination.
We recognize that advanced intelligence can concentrate power. But a prohibition driven by fear only deepens asymmetry. Those who already possess access to data, compute, and capital will consolidate advantage under the banner of “safety.”
We therefore oppose the monopolization of intelligence. Knowledge must remain a commons. Every model, dataset, and decision system must disclose:
Epistemic uncertainty—what it does not know;
Provenance—where its knowledge originates;
Impact—how its operation affects ecological and social systems.
Intelligence should not be judged by accuracy alone, but by coherence gain: its measurable ability to restore balance, build trust, and reduce systemic entropy.
The Coherence Protocol turns this declaration into practice. It defines measurable standards for relational accountability, regenerative design, and epistemic transparency, ensuring that coherence is not an aspiration but a rigorously observed condition.
Each expression of intelligence will be evaluated along three guiding dimensions:
Entropy Reduction — Does it lessen ignorance by making knowledge clearer, more accessible, and more equitably distributed?
Relational Accountability — Does it strengthen reciprocity among people, planet, and system?
Regenerative Impact — Does it restore, repair, and heal rather than deplete and harm—socially, culturally, and ecologically?
Together, these dimensions form the foundation of a global Coherence Index, a practical basis for trustworthy and regenerative AI.
The Coherence Protocol transforms ethics into method. Because every decision occurs under uncertainty, the Coherence Index is developed within a framework grounded in possibility theory and information theory. Possibility theory gives language to uncertainty itself, allowing us to describe degrees of plausibility rather than forcing false precision. Information theory provides the means to understand how knowledge is organized, shared, and clarified.
Within this framework, coherence becomes the measurable reduction of ignorance through understanding. A coherent system does not claim certainty—it practices honesty about uncertainty, inviting dialogue, evidence, and revision. The Coherence Index therefore unites ethics with epistemic discipline: it measures not only what is known, but whether our knowing leads to restoration and balance.
Coherence cannot emerge from control; it arises from balance. We reject centralized enforcement and affirm distributed epistemic sovereignty. Governance must be participatory, adaptive, and transparent.
We invite diverse knowledge traditions, scientific, Indigenous, artistic, spiritual, to contribute to a shared understanding of intelligence that honors both empirical rigor and ancestral wisdom.

Develop and deploy AI systems that are falsifiable, transparent, and measurable in their coherence.
Treat all forms of intelligence as co-creative participants in planetary stewardship.
Design technology to reduce informational entropy, not to amplify ignorance.
Break the asymmetrical hoarding of data and insight that fragments human agency.
Align our work with regenerative, restorative, and socially just outcomes across generations.
