Dear Mr. Borrell,
As citizens from around the world, we feel compelled to bring to your attention our concerns regarding the situation in Palestine.
Indeed, Israel is conducting, in continuation of its long-lasting brutal occupation, a campaign of retaliation against the civilian population under disguise of a war against Hamas.
Everyday, Palestinian men, women and children get killed, whether when they deliberately targeted despite posing no threat, as it was seen with civilians carrying white flags or attempting to reach trucks of humanitarian aid, or from disease and starvation. This is unacceptable, particularly since the International Court of Justice welcomed South Africa’s application against Israel on the ground of genocide that it deemed plausible and for that reason, decided to issue provisional measures on 26 January 2024.
Since this date, it is obvious that Israel has not only failed to implement these measures but also made a deliberate effort to worsen the suffering of the Palestinian people by intensifying the blocking of aid, launching a defamation campaign against UNRWA without waiting for the result of the independent inquiry and by starting to bombard Rafah, where more than one million Palestinian are now displaced.
Among many of other acts committed by Israel in blatant violation of international law, we would like to particularly draw your attention on the following:
Furthermore, we are appalled by the Israeli plan concerning the upcoming invasion of Rafah and its foreseeable disastrous and murderous consequences. We are also highly worried about attempts from Israel to undermine the establishment of a Palestinian state or to interfere in its composition and functioning, denying further the right of self-determination belonging to the Palestinian people.
In this grave context, we urge you to adopt sanctions against Israel and notably insist on the measures below:
Finally, we kindly ask you to work urgently on the recognition of a Palestinian state, fully sovereign and independent, and to firmly reject any Israeli plan leading to the forced displacement of Palestinians out of their territory, even temporarily.
We trust that your leadership will take all necessary measures to resolve urgently the longstanding Israeli-Palestinian issue, prioritizing the respect of human rights and international law.
Yours sincerely,

US TREASURIES
US Treasuries are debt instruments of the US federal government issued especially to fund fiscal deficit. These funds are also used by the federal government to extend awards to the same defense contractors cited above (source: www.usaspending.gov)..)
Important note:
US Budget Deficit (Oct-Dec 2023) = $510 billion
(Source: fiscaldata.treasury.gov/datasets/monthly-treasury-...)
US Treasuries purchased by non-US holders (Oct-Dec 2023) = $452.1 billion
(Source: ticdata.treasury.gov/resource-center/data-chart-ce...)
Therefore, 89% of the fiscal deficit of the federal government was financed by US Treasuries purchased by countries around the world including the ones having voted for ceasefire. The financial regulators have not identified that the purchase of these treasuries have aided in funding the weapon manufacturers complicit in war crimes.
You may note that $226.8 billion dollars was spent on "Defense-Military Programs" in that same period (source: fiscaldata.treasury.gov/datasets/monthly-treasury-....)
Your sincerely,
Dear Mr. Borrell,

Among many of other acts committed by Israel in blatant violation of international law, we would like to particularly draw your attention on the following:
Establishment and expansion of settlements, indivisible from violence from Israelis settlers displacement of the population and destruction of property, for which Israel is liable as a State;
War crimes such as torture, attacks on medical personnel and hospitals, forced displacement, forced disappearance, arbitrary detentions, sexual violence, extrajudicial executions, etc.
Genocide trough organized starvation, deprivation of basic medical care, attacks on birth rights as well as specific targeting of unarmed civilians and bombardment of so-called safe zones, all coupled with a large amount of genocidal statements against the Palestinian people from Israeli officials.
Suspension of arms trade;
Suspension of trade agreements;
Termination of all importations of products emanating from settlements;
Individual restrictions against settlers, whether officials or civilians; and
Restriction on all investments which support the weapon industry (See Exhibit 1).
