ONTARIO PATIENTS NEED PROVINCIAL MEDICAL CANNABIS ACCESS.

Whereas:

• The Canada Health Act requires the provinces and territories to deliver and administer all medical programs. A provincially managed program would be legal and feasible. Health is primarily a provincial, not a federal, responsibility.

• According to The Canadian Alcohol and Drug Use Monitoring Survey (CADUMS), among those who used cannabis, 17.7% (representing about 420,000 Canadians or 1.6% of the Canadian population aged 15 years and older) reported doing so for medical purposes. Half (49.7%) of those who used cannabis for medical purposes did so mainly for chronic pain caused by conditions such as arthritis, back pain and migraines, while the remaining 50.3% used cannabis primarily for one of a variety of conditions that included insomnia, depression and anxiety. Cannabis is used to keep some people alive during serious, life threatening diseases that don't respond to any other medicine, it is also used preventively for stress and depression, which could account for the 2-3 million Canadian users who are commonly understood as being "recreational".
