Open letter to Netcracker Technology and NEC Corporation

This open letter and response from Netcracker Technology and NEC Corporation to it will be published in the media.

On February 24th at 5am Russia attacked Ukraine. On March 2nd the UN General Assembly overwhelmingly adopted a resolution that Russia must immediately end its military operations in Ukraine. A total of 141 countries voted in favor of the resolution, which reaffirms Ukrainian sovereignty, independence and territorial integrity. Only 5 countries voted against it (Russia, Belarus, North Korea, Syria and Eritrea). Russian military forces kill peaceful people of Ukraine (including children) every day, destroying cities: Mariupol, Kharkiv, Volnovaha, Sumy, Kyiv and many others.

According to dou.ua, a leading Ukrainian IT portal, there are 1200 employees working for Netcracker Ukraine in Kyiv, Sumy, Odesa. There are even more employees working for Netcracker in Russia and Belarus.

Former and current Netcracker employees keep sending multiple queries on Netcracker Technology’s official position regarding Russian aggression against Ukraine, but there is no answer until now.

We would like to emphasize Netcracker Technology's silence has already harmed the company’s reputation and the level of impact will keep growing among the IT community in Ukraine and worldwide.

In the past Netcracker Technology had already assigned russian programmers to write code for the U.S. military communications systems: publicintegrity.org/national-security/in-security-...

Moreover, Netcracker Technology owes a legal entity in Russia (tax payer ID 7713511177, OOO “NETCRACKER”) which is registered in Russia as property of foreign legal entities (category 23 in the Russian register of the forms of ownership). That legal entity continues operations in Russia and so is aimed to increase investments in Russian economy by hiring more people in Russian offices in Moscow, Saint Petersburg, Nizhny Novgorod, Samara, Togliatti, Saratov, Vladivostok and Voronezh - as of Mar 17, 2022 there are 145 open positions according to https://spb.hh.ru/employer/3945. Also according to the following press-release netcracker.com/news/press-releases/er-telecom-hold... Netcracker Technology established relations with Russian company ER-Telecom Holding (tax payer ID 5902202276, AO “ER-TELECOM HOLDING”) which is related to Russian state-owned companies.

We, who signed this letter, would like to get official statement on following questions:

What are the actions taken by Netcracker Technology and NEC Corporation to reduce investments into the Russian economy to comply with sanctions already applied by US and EU governments?

What is the official position of Netcracker Technology and NEC Corporation about Russian aggression against Ukraine and killing people of Ukraine?
