
Dear Mayor and Richmond City Councilmembers,
As you may know, the TransMontaigne Terminal provides a tank farm for bulk storage of petroleum products and other fuels at 488 Wright Ave., centrally situated between Richmond's Marina Bay, Santa Fe and Point Richmond neighborhoods.
Recently the Terminal's operator announced plans to expand its rail and truck capacities to allow it to offload, store, and distribute greater quantities of these products as part of its 24 x 7 operations.
We Richmond residents living near the Terminal respectfully ask that you require a full Environmental Impact Report for the proposed expansion.
Why we're concerned:
• The expansion could roughly double train and truck trips through our neighborhoods, raising noise, pollution, vibration and safety risks en route to the site
• We could see a substantial increase in hazardous material handling, raising the risks from spills, derailments, or other accidents.
• In an area that's already heavily industrialized, this expansion stands to negatively impact public health and quality of life in adjacent areas already identified as disadvantaged communities by our state government.
These are not abstract issues. They shape daily life and the long-term wellbeing of our community.

Thanks and gratitude today to Richmond City Council Member Soheila Bana! This morning on Facebook she said that she recently met with city staff to learn more about the project and to share her concerns and questions with them regarding public safety. She pledged to continue reviewing the project to ensure all public safety considerations are fully addressed. This is exactly the kind of constructive engagement we need, and we look forward to similar commitments from additional council members in the near future.
Thank you for sharing your concerns about the proposed TransMontaigne terminal expansion! This morning, we shared the letter via email with Mayor Martinez, City Councilmembers, and the planner working on the project.
There's still time to sign this letter, as public comment doesn't close until Monday, Dec. 15.
